It allows you to increase/decrease gamma in-game by using hotkeys. I use it for several Tomb Raider games.
IIRC the default hotkeys are;
alt-ctrl-Numpad+ = increase
alt-ctrl-numpad- = decrease
If you right-click the tray icon after playing there is an option to reset to default (so that your regular brightness is restored).
I mainly use it because TR1 is too bright for me, having grown up with the darker console version. And TR:Chronicles is too dark. But trust me, Powerstrip works great!
Oh and also, for the love of god stop using the horrible dosbox version. Use TombATI, or the automated patch instead.

Actually this patch will probably fix your problem without even needing powerstrip... Just as long as you can tolerate the PC version being overly bright. (But that's just my opinion. Many people seem to be fine with it's brightness).
