This. You will only get the notifications when you leave the Vault, with the exception of Broken steel (but if I recall that notifies you via a level cap increase).
Have you done as the suggestions above? Left the vault? Checked all the DLC in the settings AS WELL as at the startup?
What's the precise issue? I would offer you solutions here, but I left some instructions on the other post you commented on.
In that case I think it's safe to say it's not going to.
(1) Have you checked to see if the relevant files are in the required Steam folder? It's under steamapps > Fallout 3 > mods iirc.
(2) Are you SURE you haven't just missed them? Check your quests list on your Pipboy to see if you have got Wernher's Distress Signal, the Outcast Distress Signal and some kind of gibberish alien transmission. If you have, then they're there and recognised, as these are the starter quests for them.
(3) Are you sure you activated them in the first place? When you click on the game in your Steam UI, that first menu you get, you need to click on the "Data Files" part. It'll bring up a window and you tick all the parts you want installing. Should then go fine when you start the game, although again, note that it can take a few minutes to pop once in game.
Get back to us if none of this has worked.
I'd recommend before doing this, you go throught the procedure I've stated.
I'm not saying it doesn't work, but I would only do that if what I've suggested fails.
