If you have micro stuttering [GUIDE]
This is old news but if you are having micro stuttering and running the game at constant 60 fps then you can fix it without having to use any mods. Go to My Documents -> My Games -> Fallout3. Open FALLOUT.ini file and search (CTRL F) for

iFPSClamp=0

Change it to

iFPSClamp=60

You also need iPresentInterval=1 since it enables vsync in the game. This fix is only for those that have constant 60 fps as iFPSClamp=60 will make the game's physics work in slowmotion if you dip under 60 fps so make sure you have enough power in your rig to use it.

If your machine isn't capable at constant 60 fps but you want to remove micro stutter, get Fallout Stutter Remover mod here:

Place sr_Fallout_Stutter_Remover.dll into Fallout 3 goty\Data\fose\plugins

You also need FOSE Plugin that it uses:

Unzip the files into your Fallout 3 goty folder

Launch fose_loader.exe

Problem with fose is that it doesn't use GFWL, which is a relief for some people but if you want GFWL gamerscore and achievements you can't use fose.

stuttering is totally gone but physics(if that's what it is) have a strange effect.
dead bodies or body parts on the ground in view slow it down to ~30fps. there's no physics happening and my character has no limbs in view but it happens with every dead body or body part. doesn't matter how many of them are in view 1 or 25, it slows to the same speed. as soon as they're out of view it jumps back to 60.
when a live NPC or enemy or a death flop animation is happening it's still at 60fps but as soon as they hit the ground and stop moving it slows again. move the camera to where that body's out of view and right back up to 60.
more than enough power here to handle any Bethesda game @ 1080p 60fps.

Forcing prerendered frames to 1 from nvidia control panel solved my micro stuttering. Might want to try.

This fix definitely works, thank you author, to people who are saying it does not work you need to set Ipresentinterval to 1 in your fallout.ini there's also a fallout ini in the game folder.

Thank You, this has got to be the first time i've actually been able to play the game without that horrible stuttering

I have to comment on this. Clamping my framerates caused some really weird things to happen. Sometimes I would go in slow motion or my gun would not hit the targets (even at 95%) and my fingers were stretched out to 20" lol. The only thing that fixed this was changing my settings in the Radeon gaming section to 60 Fps and ensuring vsync was enabled. After doing this, my problem went away! Thank you to GObonzo for the sure fix.

After trying numerous listed fixes, I finally just turned vsync to on. Problem solved.

Thank you so much. After starting a character I noticed the camera motion was so damn choppy it gave me a headache. After trying your fix it's smooth sailing, 2022 and this still works! Again, thank you so much! :D
This fix also works for Skyrim and Fallout 4.
NOTE - Some rigs perform better if you change to 58 (60 gave me so weird speedy animations)
It is a pleasure to play those games without the g#damn stutter!
