I did the .ini thing and that fixed exactly nothing. I tried changing the settings and or some reason the game would load in windowed mode which was effectively useless to enjoy gameplay.
I tried setting the game launcher and actual game .exe to run as admin and same issues.
My PC is not all that fantastic but I do have a GTX680 (probably the most modern part of my PC which is saying something).
Shut down, went to work. Thought about the settings on my way home this afternoon and remember reading somewhere that it had to do with the graphics settings and my 2 monitors.
I opened the NVIDIA GeForce Experience application and navigated to Games (generally the first thing you see). I changed the setting to optimise gameplay for Fallout 3 and BAM! the game works now. and it works well.
Hopefully this can help somebody having the same issues, and I'm sorry if it doesnt and I got your hopes up.
TLDR; attempted the usual fixes found via google (.ini, run as admin) > Rebooted PC > Opened NVIDIA GeForce Experience > Optimised Fallout 3 gameplay > Game runs fine.
I really am not looking forward to trying out Steams new refund policy, but I don't know what else to try. Nothing else is bugging out. Ran chkdsk, ran memtest, ran mbam and combofix, updated everything... STALKER works, FNV works, Skyrim, WoT, GTA...
