The stupidest advice, just for a single game.
Their are other tried and tested workarounds with the current drivers, using a combo of regress Fallout 3 update to use FOSE, dxvk-async, in windowed mode. Then use upscaler or borderless program to get back to full screen.
Not everybody is just using their computer for 'vida gaemys'. Regressing your video drivers, has both security and stability issues for your system.
Game runs fine for me vanilla, yes it's running at 60fps, the reason being the game engine was not designed for more than that, not stably at least.
Can you run faster than 60, sure (with a couple small mods, I run comfortably at 100Hz (the refresh of my monitor)) but you are entering the uncertain instability zone. You may not have issues, but a lot of people have, enough that fan-made patches and mods were made to correct or prevent the potential issues from happening when going over 60fps.
You may be able to run at 144fps using the old driver, and that's great. It's not a fix though, it's a workaround...there is a difference. And there are indeed other ways to counter the issues, nexus mods has a lot of them, all reviewed favorably and downloaded thousands upon thousands of times, so I would guess they work. I know the couple that I use work wonders for me. And I get to keep using my current AMD drivers, meaning all my games work as they should, new and old.
