How do you assign keys?
cause let me tell ya, it's not editing an .ini file like other games, you need to modify the game code. you need a BSA archive extactor, then extract Fallout - Misc.BSA, find the xml file(s) you want.... they all end in "_menu.xml" IIRC, then edit them... if you're a controller person it might be a bit confusing, keypresses are called PCButtons. So make your edits, and then re-pack your BSA, and Bob's your uncle.
Q: Could it be you're just a Windows person normally?
See there's scancodes and input events and all sorts of control processing ways... like what people in Windows call "tilde" isn't really tilde, is it? No it's a backquote. To make a tilde, you need to hold shift first. Then you get a ~. So is it mapped to scan code or key mapping? AH!
heh, Try holding shift and pressing ` and see if your console opens up?
Also are you on EN_US mappings? Like if you're a Francophile you'd probably use single quote ' to open the console, etc.
This is the answer. Turn off 360 controller in game settings both physical and onscreen keyboard will work.
