What is probably causing the crash is the 2GB RAM that windows allocated the game is being overflowed. Windows will see this as a threat to system stability and shut the program down. You can double this amount by enabling the Large Address Aware flag on fallout3.exe.
which of the startup fixing methods was used (there are at least three different ones)
what hardware (also three options at least)
what mods are used
what version is the OS, build , language - there are nuances
what programs are running in the background - conflicts with antiviruses, and companion programs from audio and video drivers (GFE, Nahimic, Sonic, etc)
i will try one of these methods and i will say if it worked

I'm using an Intel i7-9700K processor with a GTX 2080Ti GPU, running the Steam version on Windows 10.
I have all of the things you've mentioned (GFWL disabler, LAA enabler, Intel HD Bypass, FOSE, and Command Extender). I went into the Fallout.INI file to change the two options (can't remember exactly, one was buseAIThreadedCore or something to that effect). I've tried different graphics options. I run the .exe as an administrator in Windows XP compatibility mode.
With all of that, I STILL get random crashes about every 5-10 minutes. I literally don't know what else to do to get this damn game running properly (other than go back to playing it on my PS3, which somehow has less jank).
My guide linked above was started, from scratch, in late 2020 and has about 200 hours on it with maybe 1 or 2 crashes, usually when it's been running for hours. I would encourage you to try it from a full wipe, not on top of changes you've already made.
i just run the fallout3.exe as administrator and in compatibility moda windows XP (Service pack 3)
and now the game doesn't crash anymore!
i had the issue when i quicksave too many times it crashes
try to only normal save
