Error - Ordinal 5360 Not found

I've been wanting to pick this game up again and I've been in the process of installing mods, but in the process of getting everything working an error popped up that said:

"The ordinal 5360 could not be located in the dynamic link library F:\Games\SteamLibrary\steamapps\common\Fallout 3 goty\Fallout3.exe"

Doing some research, I discovered this is an issue with not having Windows Live. I found a download[download.gfwl.xboxlive.com] link to install it, but I got another error message that said.

Install Failed
A network error occurred while attempting to get information from the server. Check your network connection and retry.

The support button just takes me to Xbox's homepage, and I'm not familiar enough with technobabble to make sense of the log files. Does anyone have a solution for this? I'm getting this error every time, and as far as I know my network connection is fine.

Jenova's link works great. I have a CD copy, and the link installed Games for Windows and I was able to play no problem. Thank you!
