Initial level=Intelligence+10
As with the first two games, Intelligence is the primary modifier for the number of skill points earned. The Educated perk can be taken for 3 additional skill points per level, for a total of 23 at maximum Intelligence. Tag skills no longer increase twice as fast, instead affecting a 15 point increase in the tagged skill. This means that a total of 658 available skill points assuming Intelligence is set to 10 at the start and Broken Steel is installed. Through the use of skill books, it is possible to achieve 100 in every skill.

Skill Points per Level_Up=Intellegence+10
While your Pip-Boy says the maximum number of attainable skill points per skill is 100, it also factors in hypothetical skill points. In other words, if a player has 98 skill points for Explosives, and then obtains the respective bobblehead, the game engine reads the total skill points as 108. The extra points don't actually have any effect on the skill itself, or weapon damage in this case, but the 'hypothetical' points can counter-act negative effects from adorned clothing/armor, or from addictions. Since a player cannot add more points to a maxed skill via point distribution at level-ups, the only way to get the extra points is from reading skill books or collecting bobbleheads.
It was actually possible to kill your game if you were not careful when assigning skill points, especially with Broken Steel. It is very possible to make a character that, when level 30, has 100 skill point assigned in all 13 skills, which at one time would make it impossible to distribute any more, subsequently keeping the character at the "level up menu" permanently. This was fixed in a post-release patch, however.

See, Perc Points are different from Skill Points....
For instance, an Intelligence of 1 offers 11 skill points per level. This number increases by 1 for each level of Intelligence, so an Intelligence of two gives you 12 skill points per level, an Intelligence of 3 gives you 13 skill points, and so on up to 10, which gives you 20 skill points per level.
Hence the formula where SP=Skill-points.
SP=Intelligence+10
I have gotten upward of 22 Skillpoints due to certain armors being worn during a level up.
