Edit: I tried copy and pasteing the game to a different directory and changing the name of the folder. Still only the fort when outside the town. Also loaded a previous save. Well, I just started basically so I'll just start over.
Edit 2: In my second play I skipped rum matters and am now in my lugger and still I can only travel to the fort. Man this bug is annoying.
Watch the direction the wind is coming from. You can go back to the dock and then back to your ship and the wind will be different. I prefer to have the wind directly in my face when starting the trip to the Ghost. That usually puts it at a good angle to make good speed once I've gotten out of the harbor.
You won't be able to sail directly into the wind. Point your ship off to one side or the other, 45 degrees away from the wind is usually good.
