Campaign mods

Can you use something like this in the campaign, beyond just raid mode? If so, how? When she is Chris's AI partner.

I realized there is a outfit select in the campaign menu. So I assume if you successfully mod an outfit, you can choose that one for the character for all their appearances in the campaign.

Unfortunately I need to unlock Jessica via Raid mode first before this becomes an option.
