I realized there is a outfit select in the campaign menu. So I assume if you successfully mod an outfit, you can choose that one for the character for all their appearances in the campaign.

Unfortunately I need to unlock Jessica via Raid mode first before this becomes an option.

Edit - Unlocking Jessica via Raid mode reward is good though. As opposed to a DLC for female skin in a video game.
