They're all available for coins, and the amount of coins isn't too much (since you get like 1500 coins per three games once you're at the end of any event track, +20% if you have the starter bundle). It would be more annoying if I actually wanted everything you can buy with coins, but since I only main one character and only care for a few emotes, it's not really an obstacle to just picking up any emote I really like when it rotates into the shop.
A good majority of the emotes come from the F2P Creatures of Aether, and IIRC they required the premium currency available in limited quantity through daily quests and other things, or through season pass (actual 5$ season pass).
There're actually more unlockable emotes than there're buyables too. 2 unlockable per character + the 3 for all events put them at 25 unlockables VS 19 buyables at either 12000 or 18000 coins.
