You cannot use a controller. It impacts not only the gameplay but the whole thing itself cause you can't play.

Steam controller warpper for God's know why is preset to using keyboard inputs by the devs, most games that give controller support default to using controller input, but not this game, I tested it myself, and can confirm.
Steam > library > right click on game > manage > controller layout
Now edit each button to controller, not keyboard and mouse that be your problem right there.
Either turn off Steam input, or fix Steam controller layout to using gamepad layout that it suppose to be using, idk why devs have it set to keyboard layout for gamepad.
By default: Steam Input will choose either the Gamepad or Keyboard/Mouse template depending on the store page's tags.
If the game doesn't have a "Full/Partial Controller Support" tag: it'd use a KB/M Template. You usually see it whenever you played a much, much older game or a KB/M-only game like the strategy or RTS.
If a game has a "Full/Partial Controller Support" tag: then it will default to a Gamepad template.
Game Developers has a option to override it and provide their own config (check Steam Input documents if you like to learn more), if they so wish.
In this particular case: Ubisoft forgot to put a "Controller Support" tag on the store page, thus: Steam Input will choose a KB/M config for you.
This affect other Ubisoft titles that also forgot to put a tag, even Rayman Legends has that exact issue...and I found that out while starting it on Steam Deck.
EDIT: it seems that Ubisoft/Engine Software might've solved the problem now, it seems that it now defaults to the Recommended Config? Can't entirely confirm it.
UPDATE: looks like Ubisoft/Engine Software (PC port devs?) solved the problem.
For Steam Input users: It now defaults to a Recommended Config (aka dev assigned), assuming the player haven't made any changes since the Steam launch.
At least it makes thing easier for future players.
I am however finding this forum to be welcome popcorn material.
