Servers use a service called GetIpIntel to determine if an IP is potentially a VPN. The service works by comparing the player's IP to a database of known VPN IP addresses. GetIpIntel will report back a likelihood of the IP belonging to a VPN. It's not a foolproof service. There are IP's that VPNs use that aren't banned by GetIPIntel. Additionally, and most relevant to this thread, is that GetIPIntel allows servers to ban players simply based off a "high likelihood" of being a VPN, which means that there are a lot of false positives.

As I previously mentioned, if you're given a false positive, the only solution for you is to use a VPN that isn't caught by GetIPIntel. Or don't play servers that use GetIpIntel.
