what engine do they use to make this game?

Im pretty sure they aren't like let me open up unity or notepad to make a game like this so what do they use?

there is no way to download it.. its an in house game engine, they are also still creating the game engine, as they work on this game

The engine is not up for public use, at least at this time. However, I highly doubt it will ever be open for usage for anyone outside of Bohemia Interactive unless you buy the license to the engine, which would cost possibly hundreds of thousands to millions of Euros.
Bohemia Interactive plan to use the engine to develop future ArmA titles, to my knowledge.

It's a proprietary engine by BI, belonginig to BI, and under development.
