If by two characters on different servers you mean:
Character A is on server A with whatever gear you have
Character B is on server B with different Gear
Then yes you can by having one or both characters on private servers.
If you mean having the same character with all of the same gear on two different servers then yes as long as you play on servers labled as public. But be careful as some servers are bugged due to incorrect server files and may wipe your character. However usually logging into a different public server will usually fix this. Also never play on servers you lag really bad on(when you rubberband). I played on a server where I looted pavlovo military tents and I tried to leave and made it to the field only to teleport back to the barracks and lost the backpack I switched to which had all of the mags/weapon attachments I looted.

This is how it works. Public official hive DayZ servers share the same character file. Private non hive DayZ severs will be a fresh character each time as since its not hive only the server you played on will have your character file.
The same will be true with Livonia. Public Hive = Shared Character. Private = new character for each server.
