Frostline won't download
What am I forgetting? Where can I find the frostline download after I purchased it?

There is no "download" to manually click .. it's automatic when you launch the game as long as you have the DLC checked on your game library page .. alternatively, you can Validate your game files thru the Steam Library also,

There is NO download, it does it automatically when you buy it.
There is literally nothing to do after you bought it other than play it.
