Can't install mods

Everytime I try and install mods it will begin to download some of them, but then the download immediately pauses saying missing downloaded files. I have already uninstalled all mods and tried to re-download and have tried installing from both the steam launcher and the DZSA launcher, but keep getting the same message saying missing downloaded files. Even when I try to join a game where it shows I have the correct mods set-up it gives me a verifying error.

Go to the workshop mod page and copy the url, it should have a string of numbers at the end of it.

Go to SteamLibrary\steamapps\workshop\content\221100 then delete the folder named with the numbers you got from the workshop mod page

Go to SteamLibrary\steamapps\workshop\downloads and search through that folder for the numbers you got from store page and delete the file called state_221100_221100_<numbers>.patch

Go to SteamLibrary\steamapps\workshop\downloads\221100 and delete any folders in there.

Unsubscribe from the mod and subscribe to it again, mod should download now.
