I got the game to run without lag by directly launching the DayZ_x64.exe file from the installation location, but since BattlEye isn't launched with this method, I'm unable to connect to any servers.
This confirms that it is a BattlEye issue and I'm currently trying to figure out what, if anything, can be done. Since launching through Steam to the DayZ launcher or client causes BattlEye to open along with it, this causes the lag, but also allows joining servers. When launching the base .exe file from the installation folder, the lag disappears, but you can't connect to any servers because BattlEye isn't open.
It turns out the issue is caused when BattlEye launches when the game opens. If this problem occurs, make sure that the BattlEye launch console doesn't say that it's blocking any programs from launching and do what needs to be done to prevent it from happening.
In my case, it was Yolomouse (custom cursors in MMORPG games) causing this issue. What probably made it even worse is that, once Yolomouse opens, it stays open because it attaches itself to a few different processes that have to be closed before it can be closed. Since BattlEye is only able to prevent the program itself from launching, it can't do anything about a program that's already open and is prevented from being closed due to other factors. I assume that, since Yolomouse is a software involving the mouse/mouse cursor, whenever I moved the mouse, Yolomouse would try to do something with it and BattlEye would flag it and try to do something about it which caused the stutters.
