I found a Solution for my problem. I used a fresh install but I did log in once to make sure the server worked, I then installed the Extension. I was able to fixe my problem by simply deleting the storage_1 folder, and then trying again, my problem was fixed
The error you got pretty much told you all you needed to know. "OUT OF MEMORY" means you didn't have enough RAM or virtual RAM allocated to host the data. 13974039KB is around 14GB, so it was saying you were exceeding your RAM capabilities and it needed about 14GB to operate (14GB of RAM which is completely free from use, keep in mind the computer itself will be using varying amounts of RAM to run it's own files). The more mods you add, the more RAM you will need to support the server. Adding the DayZ-Expansion mod will pile on an additional 3-4GB+ of resources on top of DayZ's base server requirements so if you want to run a DayZ server with large mods like DayZ-Expansion on top of it you'll probably need at least 16GB of dedicated RAM and I'd guess something like 60-100GB of free disk space (and maybe even more depending on what mods you are using) on a dedicated machine and then a second computer to actually connect to it and play it. You can get away with running a server of just the base game with a decent bit less, but once you start adding mods minimum requirements can add up pretty quickly.
