Report a translation problem
Go to control panel, then programs and Features, First NOTE all the versions of Microsoft Visual C++ Redists (both 32 and 64bit), then remove all the Microsoft Visual C++ Redist programs, restart your PC (this is essential) then go to MS website here:
https://support.microsoft.com/en-gb/help/2977003/the-latest-supported-visual-c-downloads
and download and reinstall the ones you had noted. Ensure you reboot after uninstall and after reinstalling C++ Redists!

But on the bright side everything is working fine now. My buddy seems to believe that a mod/ or my own user error had moved some of the directories around and was making everything act like a fool. Still was unable to find some kind of practical solution. Thank you for your time and suggestions though.
