The Sun rises in the east sets in the west, depending on the time of year summer would be northeast and setting north west winter would be south east setting south west.

I doubt where he comes from will have a baring on the games overall direction, I feel it will be the same for all whilst playing the game, as for the exact location of Chernarus, this will as the further up north, the more chance of the sun and moon rising east and setting in the west, will be more likely as its based in the Autumn.
Very correct so. To answer the last question, our entire sky with sun/moon/stars is simulating all seasons, so the position of the rising moon will slightly shift over the year. :)
