Replace the following in your base Quake 4 folder and it should fix the horrible textures:

seta image_downSizeLimit "1024"
seta image_ignoreHighQuality "1"
seta image_downSizeBumpLimit "1024"

seta image_downSizeSpecular "1"
seta image_useCache "0"

it's not normal it's now Bethesda the editor they must patch it to add this correction and the multilangue support they sale the game

Hey! worked for me too (have win 10). If you see a blue screen on the side mimicking the real one, try disabling multicore rendering.
