Are there batteries?
If the transmitter is out of range or blocked from the receiver, you have to wait until whatever is blocking you is out of the way or your craft comes back into range (if it will).
Is the transmitter (assuming you have one) out of range or being blocked?

I also made a rocket powered Eve plane, but that will be unnecessary now that I have propellers.

I finally got a refining fueling base. This thing is so over engineered (though smaller/lighter than my first design) because I seriously overestimated the power/cooling costs of the refinery. In addition, I probably could have saved at least 200k in launching (cost 1.5 million total) as the first stage broke off, but pushed it far enough that the station's own engines could get it to orbit. It will soon make way to Minmus.
It has some science capabilities (in case a mission comes up) and I will probably dock an auxillary refining unit to speed that process up a bit.
My next key part in self sufficent fueling was this:

This is my all in one mining/refining (for self refueling) rover. With 5 terrier motors it should be able to handle Minmus's gravity with no issue. I had to launch another fueling ship (Liq/Ox this time) to get it to Minmus, and it is a bit trying to fly with the huge rover attached. Tends to veer off course a bit but lower thrust should fix that.
