Oh that! It is a Scatterer issue.

Go into steam->steamapps->common->Kerbal Space Program->GameData->Scatterer->config->Planets->Kerbin. There you will find atmo.cfg. Open it and look for "adjustScaledTexture". Change it from "True" to "False" and save. This fixed it for me.

Thats too hard to find, heres how you do it the simple way, library>right click on KSP>Manage>Browse local files>Gamedata>Scatterer>config>Planets>Kerbin, there you will find atmo.cfg. Open it and look for "adjustScaledTexture". Change it from "True" to "False" and save.

You have mods? so, what visual mods do you have? NEVER use scatterer with spectra, trust me, it gets glitchy, waters turn white and the atmosphere and kerbin turns red. just need blue hehe

Scatterer, EVE (running the BoulderCo default bundled configs), and Kopernicus which should currently only be configured to engage DunaRestorationProject and Eve biome fixes and not touch Kerbin.

Black flickering? GFBs got a mini guide to help you fix that. I'll go find it... Give us a mo.

Or is it like a weird banding around the planet when you're viewing it from the orbital map view? Is Scansat in your modlist? You've probably enabled a mapping filter in the Scansat settings.

If it's something else, give us a screenshot.
