Noktukari quest issue

I defeated the two bosses at Valbury Harbor but how do I complete the objective to "survive the Flames of Valbury"?

There is a specific part of the Valbury map in the Old Town portion that has an area with a bunch of enemy spawns. This is usually replicated across the other dungeons of its nature.

I searched everywhere, but I only found one place in the Old Town. The quest does not complete even after clearing the area.

port valbury is split into 2 parts, the area your looking for is in the first section, you will fight a bunch of spawns afterwards you need to open the chest to trigger a complete, it sometimes hard to see the chest over dead enemies.

You have to Open the Chest in the middle. It is Not Quote good to See. Had to run it three times…

Yeah if you don't open the chest after clearing the those special challenges like flames of valbury it won't count it as completed.
