That's legit where I'm stuck, too. I'm playing a Purifier that has no skills - basically just Fire Strike and all the attack modifiers with a token point in Censure and Renewal... so my damage types are all over the place.
When I get to level 94 I plan to use the Dagallon set. The damage sheet suggests Fire, Chaos, Pierce (via native physical conversion)... but I am currently dipped into every possibly source.
That will fix later on as I get more Convert to Fire.
But the core of this build is Brimstone+Storm Spread, my Devotions are very very open - only about 25 are necessary for my build.
I'm currently bypassing Manticore since I have more resist reduction via kit already (unless the rule on only highest source counts was changed)... and honestly I've never tried Ulzuin's Torch as traditionally I've stayed away from longer cooldown attack powers.... but it would be a good one to put on Bursting Round which is the lesser of my proc skills, but still common enough.
It has a 3.5 secs cooldown, but it rains meteors for 3 secs.
To put it in perspective - if I were using Guardian's Gaze, even at 15%, I'd have about 20 of the things around me at all times.
Meteor seems to be ok - it may not capitalize on my attack speed, but the other +Fire damage within Ulzuin's Torch greatly increased my damage.
Meteor doesn't add anything by itself, but I do love the +Fire damage
