The thing about warders is you dont need to waste gear slots or components getting things like High DA, armor absorption, resists, OA etc as you can get all this in large amounts on your skills, the bad thing is they are quite boring to play and dont require much interaction, very passive builds generally.
As an example my warder uses 2 active skills, 3 in boss fights, i later added two item based skills (doomforce and shattered earth boots) to make him slightly less tedious to play, even now i can run areas like cronleys and SOT just using left and right click if i want. Its RSI Inducing lol
Elementalist was fairly easy to tank out, but I never did run that chaacter past Veteran, so... not sure about how well they survive Elite +.
I think I need to build an Elementalist build again, just to run it out and see.

Though if the discussion is "which is a tanky tank but still can deal out relatively decent damage while being tanky?" then it gets a bit more interesting.
Without crunching any numbers or testing anything, my intuition is that Witchblade would take that spot. Poison has good RR and item support.
@OP... define what you mean by "best", if you can? Might help narrow down the choices.
And that goes to warder everytime hands down.
Most interesting, most fun, highest dps tank those are different questions entirely !
A sword & board warder with everything spent on longevity and retaliation will simply never die, no matter what hits the character and no matter for how long. But at the same time it takes freaking AGES to kill enemies, especially ranged ones that doesn't trigger retaliation. Good choice if you plan to play the game with one hand while you are reading a book that is held with your other hand.
If you want some action, and to finish the game within a year, and being able stack score multipliers in the Crucible, you could for example pick a 2h electro warder or a blitzing deathknight/battlemage (both with sword & board). You survive most things head on while still being able to dish out a fair amount of pain in return, quickly.
2 Handed warders have pretty high damage output just saying :)
My warder does like 70 to 85k dps with AAs and literally never dies can go make tea leave things hitting me and come back and hes still alive haha
I like action, and enjoy jumping around a bit to keep from dying. It's not fun for me if I can leave the computer desk and go take a nap, and leave the game play itself. Which is why I asked the OP to define "best" for them, what they mean exactly. My "best" and your "best" are clearly very different things. And I doubt it is just the 2 of us that may havie different meanings for the word.
I've never run a Warder. I remember now why I never have. Snoozefest builds don't really interest me. But that is my "best". :)
well, thats easy. Since the main point of facetank is to, well, tank, the "best" facetank is one who can survive the most.
Amount of damage dealt will only come at second place - while its cool to kill enemies faster, thats the point of DDs.
While "fun" get the lowest place in priorities list, coz its a very subjective thing
