Warhammer 40,000 Inquisitor Martyr has been moved up in It's release date to August the 31'st. Just wanted to prompt you on that, so you're not cliffhanging as for when it was to find It's release this year.
EDIT: I feel lied to. September 1st is their early access date not the release date... seriously Steam add separate dates for EA listing and the actual release date...

Is there a pre-purchase option or just on release purchase?
If there is what happens if you purchase it now, play and progress while it is still in early access? Are they wiping chracters, resetting or will there be other save file incompatibilities before launch?
♥♥♥♥♥, I am now seeing that you are correct August 31'st is only the EA release (according to Neocore's Forum); since I assumed The Founding to be Neocore's form of EA I guess I did the hair-brained thing & assumed full release is August - nope. Just an EA from their Founding-EA it would seem...lol. Twist of Logic on my part.
Full release time is at this point inconclusive, so sorry to be all town crier-like & wrongly assume full release was in August - drats on my part - so definitely no pre-purchase option yet! Sorry to mislead, once again...but with how these Dev's do storefront updating, you really can't blame a guy for the Mix N' Match & getting caught up in a tailspin.
Just a shame got to wait another 6-12 months to play it most likely.
Rather Fork in the eye really, but the wait out is all we can do? You're D3 expansion will likely have released by the time Martyr is a wrap though & the interum up until then will be likely spent playing genre-games outside of ARPG's I can assume? It's too bad the market is so piecemeal when it comes to ARPG titles. I know the long Graveyard-quiet waits for EA games all too well: Divinity Original Sin 2, Darkwood, Hardland...etc. I've purchased a ripe few & the wait can sometimes serve to take the game to the gallows at times; with too small a team the game engine can suffer by being years behind before finality of the game & new competitor titles can steal their thunder - by needing only to "launch as full release titles." Though fanfare is still fanfare & if something is sought & looks good enough, people will go persuing through the great wood work of the Steam Libraries to find it. Shame things are so time sensitive & yet so heavy in time investment all the while. Best of luck ARPG'ing though up until the D3's extra-extra-content release, here's to hoping a new pride & joy title slithers out from the murk & into existence at some point before then.
