You can start a ladder any time you please with anyone you can convince to join and think will play it honest.
The rest of the population can go on playing as they wish without unnecessary interference, being split from other users, forced to play online, etc.

Also, everyone at the top of those ladders (for any game) is either:
1. paid to play games for a living - in which case you will never beat them
2. Part of a team playing the same account - in which case you will never beat them
Thus ladders are pointless.
