Mogdrogen's/Inactive Shrine (Asterkarn Valley): But I'm Honored by Rovers

So, I read on-line that I need to be "Honored" by Rovers in order to Activate this Shrine ("sealed by Chthonic Energies" which does look like a headless statue).
I just acheived that status (At the moment I'm 321 points into Honored 10321/25000).
What do I need to do in order to get the Quest from the Rovers? Something more?
