Are you saying, if given the choice, make an insulation pack first? And, is your logic behind that because a puffy vest is "cheaper" to make than a hibernation vest?
Because I gatta tell you, I would want all three for different reasons. I think it all depends on when and how you end up with the materials and your playstyle.
The insulation pack is rather nice for slowing down spoilage, but I am a massive hoarder. I prefer the extra space of larger backpacks.
I'd also make the hibernation vest in a heartbeat. Slows down hunger drain, restores sanity, AND keeps you warm? That is an awesome powerhouse.

Yuck. No thanks. Cool idea, I'm sure it gives a lot of fun. But part of me enjoys the juggling act.
It is EASIER to get the puffy vest, but that's kinda because they are different tiers. Yknow? It is more likely you'll get the mats for a puffy vest before hibernation vest/insulation pack.
Hibernation vest fixes hunger issues, sanity problems and gives warmth. You could wear it outside of winter and still get a bonus from it. I think between it and the Insulation Pack, i'd go with Hibernation Vest. I'd also choose the Hibernation vest over a Puffy vest, as it is all around better. HOWEVER, you are more likely to get a Puffy vest first...but I would not choose Puffy over Hibernation if I had both in a chest.
So you use insulation pack for foraging? How well does that work? I find for me, personally, having extra space for more food to eat or collect works out better for my belly. Doesn't Insulation Pack have less space than a normal backpack? How far away do you make your bases from food sources? How many trips do you have to make for a good stockpile? Does it become useless after you establish farms/honey/jerky close by to home?
Honestly, insulation pack could use a bit of a tweak. I don't see a whole lot of point in it. It's basically a snow chester that takes up an equipment slot and offers less space...I need some help discovering how I could use this to a better advantage than what I do now. ((And I say that with honest to goodness interest in using Insulation Pack better, as right now I no longer bother with it))
