Webber's skull not burying.

When i try to bury Webber's skull, i get no option to bury it. Nothing happens. Am i doing something wrong?

Open/Dig a grave up and just drop it in the open spot.

For me I just dug up the grave with a shovel then right clicked webbers skull on it
