Yup, vague. Unless you're claiming Almir does everything listed and has exactly no other duties, this does not help OP at all.
May I ask why you want to know? From the wording and tone in your original post it seems like you dont like the guy and it sounds like you are asking a retorical question - for which your answer is "not a ♥♥♥♥♥♥♥♥ thing".
From his title as producer and his role as community liason and PR I would assume Almir is in upper management at Overkill, most likely reporting to the CEO and might also be an owner in the company. From my own experience a guy who has been "promoted" to such a position from within the company, in contrast to someone hired as a lead designer/producer, he has had his hands into everything. I would guess his resposibilities include; coding/scripting, PR campaigns, community liason, planning DLC and other updates, deciding priorities, designing heists, and so on?
