But in all seriousness, you're just playing with noobs. Even the 80s and 90s can be noobs with the xperience bonus we're getting this month. Just host your own game, and if you catch someone shooting a cam, tell them not to do so, and if they continue doing so, kick them.
HYOG solves many host problems.
If there is a security room/station with someone monitoring the cameras, the operator will call a guard over to inspect a disabled camera.
If there isn't a security room/station, shooting a camera will not call over a guard.
However, guards will still spot broken cameras if they see it while patrolling around the map on their own. If a guard spots a broken camera for any reason, either being called over to inspect it or noticing one on their patrol route, they will call in an alert and trigger the alarm.

But the real solution is to never, ever play Shadow Raid on public. Unless you have a team of legit Infamous, you ain't getting through it.

I once did the take out cameras on the docks, that is until guards started to wander down there.
If noobs don't learn, then add their names to a blacklist to avoid joining.
With proper luck and patience, you can open the vault solo (that's how I got my achievements for SR)
Either be lucky with a guards' keycard drop, or wait for the orange jumpsuit civ to be in the proper spot.
That is a crap load of luck for that to happen, 10 second time lock means the civies or guards need to be in good spots to pull it off. Not to mention guards don't notice the vault open while moving the good too.....
not really, just kill any guard that sits in front of the vault and you can get the timelock done no problem
Not always, can be more, can be less, not mention at the 5 - 6 min mark can have a chance for 4 more guards
