I think you need every shotguns in primary and secondary with no DLCs AND DLCs. So yes, buy them all.

its a shotgun pack achievement

it should be all base game shotguns and shotgun pack guns should unlock it stakeout shouldnt be needed

actually if I recall correctly you have to use the shotgun DLC shotguns and the base shotguns to unlock it.

I think the Judge is also needed. Not that it matters too much due being a Community gun in the first place.
