The biggest problems I have with snipers is that they have a tendency to pop off rapid, and accurate shots while moving into position. They don't even have to come to a full stop to accurately fire at you, which is complete ♥♥♥♥♥♥♥♥. This is a huge problem on certain maps where snipers spawn in dangerously close proximity to players, where they'll do somewhere over 150 damage if they land a hit, and that's just ridiculous. If snipers actually had to take some time to lock onto a person instead of basically half a second, things would be a lot better.
The other problem I have is that Overkill has a tendency to put snipers in positions where they are obscenely difficult to spot, but they have no trouble shooting you behind the leaves of three trees and other foliage. You know, if you're going to add snipers to a map, at least put them in spots players can clearly see them. Look at White X-mas for example, where not only is the map foggy, but snipers are obscured by trees all the damn time. If you honestly think this sort of thing is okay, you're being dumb, plain and simple.
They did ♥♥♥♥ all before OvK added that random "headshot" attack.
OVK was able to improve the AI during the Loud SR/Meltdown update & they swarm together now,i'm pretty sure they can improve it way better if they tried harder.
Instead of just slapping in 5000 Snipers in spots blocked by props but they can ghost through & call it a day.
Heck Sprinting Dozers,faster reaction time on all cops,Dozer Coup de Grace,cops going through vents as a spawn point to flank & pincer attack/sandwhich the heisters,Dozer-Moses,basic but better AI Logics(2 Tazers & 1 Cloaker going for 3 different heisters at the same time,instead of all 3 focus firing on said heister. OR them waiting for an ambush where they actually target different heisters at the same time) & other stuff like that would make the game more difficult while still making it fun to fight.
But nooo,lets just slap in Snipers blocked by props BUT CAN SHOOT THROUGH THOSE & add more Trip-flash spots instead & call it a day.
Oh and before anyone ♥♥♥♥♥♥♥ at me,i die more to Tazers than i die to Snipers(i'd need to be on lulz-rofl-kill-time mode to die to them easily via caught off guard)
FFS,in PD:TH enemy AI was NOT ONLY more aggressive,but they were capable of doing way more organized stuff.

Heck Sam Fisher could even do that,and thats just 1 example.
Edit: if it's caused by them shooting before "spawning" they could just add a piece of code so they can't shoot until they're in place to do so.
