Right click PAYDAY 2 go to properties and click on set launch options then put in either
-window or -startwindowed.

First what you need to do is Show hidden folders you can google it or go to
http://www.bleepingcomputer.com/tutorials/show-hidden-files-in-windows-7/
Then find the folder "C:\Users\<YourName>\AppData\Local\PAYDAY 2"
In this folder there is a file called "renderer_settings.xml"
Find the section
<d3d_device
adapter_index = "0"
resolution = "1920 1080"
windowed = "false"
refresh_rate = "60"
Edit these entries to the appropriate resolution and refresh rate.
For overscanning problems, aka black bars on the screen, tweak the refresh rate.
