Yeah, they are only 3 metropolitan cops. But Rogers eventually calls back to have his officers to the phone and will raise the alarm two minutes after that call IIRC.
This is unrelated to the post, but yes. Guards and PMCs (Those guys with the backpacks that look like soldiers) have pagers, but gangsters and blue-shirted cops don't.
