It's like paying with ingame cash rather than paying with real life time, waiting for the heist to appear.
Edit : Didn't explicitly said it, but it means there's no difference between buying a heist or picking one in the lobby, except the cost.
A good way for getting money and EXP is to play 4Stores over and over looting the ATMs. GoodLuck!

Purchase contact is simply save your time to play whatever heist you want to play, instead of waiting for the heist with difficulty you design to appear in Crime.net screen. Once you start, fail , terminate or return to main menu - its gone. You need to purchase/wait for it again.
For first 5 infamy, I recommend to wait in Crime.net for high cost heist if you can or look for pub lobby and hope they didn't kick you.
