Here's a cheese build[pd2builder.netlify.app] that will help you get started (Anarchist + ICTV).
It's a tank on lower difficulties and viable up to DW. I only left you with the bare minimum b/c I don't know what level you are. But you should only need to be like level 46 or something to get it up and running (even lower if you forgo Partners in Crime aced).
Recommend weapon: Grimm secondary with Dragon's Breath rounds; it'll stun almost every enemy while regenerating your armor. Make sure to mod it for less accuracy, more stability, and increased mag size

dont think you should use anything meta, just try stuff you like and experiment, youll have a lot more fun
When you get over 200 armor with armorer (or 400 with anarchist!) you'll realize just how low damage on the lower difficulties is.

oh yeah and first get to lvl 100 before starting out with the harder heists. (because skill tree etc etc)

I mean... I've been on those forums for a long time, and have dealt with _a lot_ players, but you're in the top of 'worst comment to listen to'.
OP. The game isn't intuitive, especially in loud, so I can understand your frustration. Even back when Dodge decks were stronger, it's still not a new player friendly mechanic.
My initial starting perk deck advice is Muscle. Since it's not DLC-locked, has a large health pool, and a passive health regeneration. This means mistakes hurt less and you can recover faster. It's not the most powerful deck, but it's one of the more forgiving ones (unlike say Stoic or Kingpin).
The other thing, is that while some decks look like their invincible on the lower difficulties, the real survival mechanic is, and will always be... use cover when overwhelmed. And run away to cover if you need to. Standing your ground and hoping that someone will save you will often leave you in custody.
Rogue is only a good starter if you understand the concept of grace period. Understanding GP and how it work makes rogue a good deck since it can save you lot's of skills point to be use elsewhere.
I would recommend go for CTV/ICTV hitman at this difficulty, it have the best tolerances at this difficulty.
In that case, you want to go for suit or lbv anarchist. However, Crook perk also provide a decent protection in both armor and dodge for this difficulty.
The game have 7 difficulties player can select, telling others to get to level 100 before starting out with difficult heists is already a bad advice in first place.
I recommend you use the Muscle perk deck, as it has good skills and is generally a very good beginner friendly deck. It's easy to learn the game with it, and the deck itself is viable all the way through the hardest difficulties so you can keep using it if that's the deck you end up liking.
As for builds, you dont have to worry about meta conforming since Overkill and below generally allow you to goof off a lot and just make a total goofball setup you can have fun with. Save the min/maxing for when you start going Mayhem and up and just take your time to enjoy the game for the massive meme it is.
