Different characters?
So what are the different characters for? Do they give me different skills?

Buying character DLCs give new perk decks, which technically are different abilities, but can be used by any character.
Imo, most valuable is Jiro (for his guns, yakuza is literally only good for frenzy/melee builds), and the least valuable is Jacket.

No, there are just two gimmicky special moves, Jiro can slice cloakers with the Katana and Bodhi puts big holes in tazer heads with the Playtypus. Have no idea why just these two chars got that though.

If you are looking for a stealth deck buy Clover.
You can also use them to annoy other players, most notably Bonnie, Jiro and Sydney.

Characters are cosmetic only.

Jimmy too. My friend spams as Jimmy and it's a true test of friendship for me to not kick him.

Yes, good reminder. I admit I use some of these just to annoy randoms (and friends), but Jiro and lately Sydney started to annoy me too.

Because there was a lot of negative feedback on such features, with people saying that new characters werent anymore "cosmetic only"

So fancy death animations for one enemy under very specific conditions are not a cosmetic thing now?

If you're talking entirely about the Character slot, then it's purely cosmetic. As others have mentioned Jiro can decapitate and slice Cloakers in half, and Bodhi can decapitate Tasers. These are cosmetic moves though, they can only be performed if you'd normally have killed the enemy via that attack, it just changes the ragdoll model.

If you're talking about their corresponding DLCs, each character DLC includes the character themselves, but also their corresponding Perk Deck, weapon and melee.

EDIT:

It was far more confusing when Jiro first released. Because the website's wording was a little vague people assumed Jiro's decapitating might be a guarenteed instakill which would've been unreasonable.

It was cleared up later but there was a lot of negative feedback during Jiro's release due to that misinformation, not to mention the fact his character barely speaks a word of English even though his VA apparently speaks English fluently.
