Imo, most valuable is Jiro (for his guns, yakuza is literally only good for frenzy/melee builds), and the least valuable is Jacket.

Yes, good reminder. I admit I use some of these just to annoy randoms (and friends), but Jiro and lately Sydney started to annoy me too.
Live and learn...
If you're talking about their corresponding DLCs, each character DLC includes the character themselves, but also their corresponding Perk Deck, weapon and melee.
EDIT:
It was far more confusing when Jiro first released. Because the website's wording was a little vague people assumed Jiro's decapitating might be a guarenteed instakill which would've been unreasonable.
It was cleared up later but there was a lot of negative feedback during Jiro's release due to that misinformation, not to mention the fact his character barely speaks a word of English even though his VA apparently speaks English fluently.
