The exception is the Alesso heist, where they decided to hard code it to that track and that track only. Also, tying it's volume to the freaking game volume level and not the music volume.
By default you can tell how many body bags you have left by holding TAB in game, as well as a few other things like current Payday and extra bags collected. Holding tab also lets you enter hard mode, by covering half the screen in the mission briefing text.
But some people like to have the body bag count more easily visible.
I think you confused 'body bags' with 'loot bags' in my comment.
For what do you need a number that shows you how many converted cops you have? Just check if two outlined cops are running around. And even if you're not sure about, because someone else has also Joker, just dominate the next cop and check if you can convert them.
And if someone needs a pager counter, then there's a reason to highly doubt the intelligence of that user. You can answer 4 pagers. No more, no less. The pager operator even tells you, that he will sound off the alarm next time, after the 4th pager. So if someone isn't able to count to 4, he shouldn't even play that game in the first place. And using the excuse that a pub obligatory already used all 4 pagers; it's their own fault to stealth with pubs. And a friend would tell you if he killed a guard.
And for body bags, just press tab.
There is one other use for pager counts: Apparently on certain maps (I only know of one), pagers for certain guards don't count. So it would be useful for testing that. But that's it.
The following type of guards have pagers:
The guards with the white shirt, the GenSec guards, that are coming at Go Bank, called by Hillary and Murkies. No one else has pagers.
