Using Stoic at difficulty below Deathwish even with One Down mechanism enable is still rather inefficient method. You would be a whole lot better using Muscle, Grinder or Ex-President. At DW below, much of the unit damage is about low to moderate. One to the extend that Stoic dot effect is almost unnecessary.
If there is one thing, the lack of armor protection would be far more counter productive for Stoic at lower difficulty.
