They basically play the game for you. It's always been a cheat.
Tell that to the people who cried "heresy" if you dared to critizise that cheat mod.
The biggest issue is it practically gives them aimbot+godmode and, as stated above, they play the game for you (minus the bag toting, which is even worse).
1: Default - Pretty sure it's basegame scaling. I was playing Crime Spree and my bots had 4000 HP. Might be the mod's own scaling. No idea at this point
2: No Scaling (750) - Locked 750 HP, base HP on normal I'm pretty sure
3: ZEAL (1440) - Locked 1440 HP, still less than default.
For damage, it's simply a multiplier that goes up to 5. This is to emulate the amount of damage players do with skills like Berserker and Crits. The only unrealistic thing about this multiplier is that it always applies, which would not make sense for crits.
* It allows you to buffs the bots
* It allows you to nerfs the bots
* It lets you choose the balance
* It's supposed to replicate playing with other human players
* Even with this mod, the bots can still become braindead at certain points, often times ignoring enemies right in front of them
Aside from that, the game is designed to always prefer targeting human players over bots, so you're not exactly safe just because you got better teammates.
BTW: if the default bots weren't so horrible, this mod wouldn't even be popular among the PD2 community. In fact, this whole game is propped up by the mod community and would probably collapse if it actually depended on Overkill to get things done.

Maybe they're talking about the bot dodge system? I don't use that tbh
And then there's people who use mods but call others cheaters.
There's this one popular streamer who thinks Meth Helper is cheating. His mod list includes:
* Graze Doesn't Kill Civs (he's a sniper main)
* Tast's Day/Night Changes (he sets every night heist to day so he can see the enemies)
* No Screenshake (he says it helps him aim better)
* Bag Tilt Remover (again, says it helps him aim better)
Now, I'm not one to care for those mods, but saving 5 seconds on an ingredient with Meth Helper pales in comparison to what he's doing. And, yet, he sits on his high horse calling other players cheaters. 🤡
