Report a translation problem
Set your CPU affinity and lock the game into a few cores other than 0. Then set priority to high. Make sure you run off an SSD or at least a decent SATA drive.
Then you should set the FPS in the game settings to 144. Now set your monitor at 144 Hz, and everything should be fine.
If your monitor cannot do 144 Hz you have to adjust the FPS to your monitor Hz.
For example. My monitor runs on 120Hz and in game I have 120FPS. So everything runs very smoothly without stuttering.
P.S. You need to do this every time when you run your game again.
P.S P.S I have rtx 2060 super and ryzen 5 3600 and its help me.
Yo, try this. When you run your game go to Task Manager>Details and find payday2_win32_release.exe>right click and set affinity> choose all cores (they chose all by default)> click ok > probably your stutters will go away. ( this work only for ryzen CPU ). Can you please answer if this helps you.
P.S. You need to do this every time when you run your game again.
