You can do what you like on your own offline if you don't advertise it on the forum to taunt people over it.

Although it is a good question, regarding the "legality" of using cheats, I personally have never used cheats, because I enjoy the challenges presented to me in the games I play. If I don't like the game the way it is I'll either use Mods to enhance the experience or immersion or realism or not play the game at all if the challenge/enjoyment balance is not there.
HOWEVER, no judgement on those who apply cheats if their only adversary is a bunch of code and a computer. That's up to them and I am glad that the third party gaming client does not interfere with people's personal choices when they don't affect others.

TBH allowed or not doesn't really matter, you're probably not allowed to cheat period, but you've still got loads of cheaters in pubs, and the worse than can happen to you is getting banned from the PD2 Steam Community, just don't be a ♥♥♥♥ to people and leave them alone and I don't think anyone will care, also a word of advice: don't make post like these, I mean you can do whatever, but saying you cheat on the forum is probably the best way to get banned (thanks to that wonderful "anticheat", the only way of getting banned ingame is for someone to record you cheating & send that to OVK).

Also I hope you (will) realise that cheating will just kill the fun, it's probably fun at first but pretty soon you will have seen everything that there is to see and you won't feel acomplished because there was no challenge, failing over & over again and learning is what makes winning satisfying, and if you want to have fun by messing with the game you don't even have to cheat either, just learn lua, there's the decompiled code of the game online.

Since it's offline and the game doesn't have any anti-cheat beyond the client-side one and player-created mods, nobody can stop you from doing it but yourself. As long as you don't carry over any cheated progress into an online lobby or otherwise use it out of offline play, it's fine.

You can mod and give yourself non-cheaty mods like a different hud that gives more info or contours over items like keycards making them easier to find but things like infinite ammo/hp etc are also allowed but yeah will ruin the experience. Same with mods that remove pagers etc
There is no AntiCheat in this game but if you Cheat online all you get is Cheater on top of your name temporarily until you stop cheating.
Just don't cheat online because it ruins the other Heisters joy and experience.

In offline mode you can do what you want but if you do it in online you are a big ♥♥♥♥♥♥♥

I would strongly recommend not using cheats which unlock achievements or help you otherwise gain, just so it doesn't pop up on your profile. I'm a strong advocate for cheating if you're not enjoying a game, or to benefit everyone playing (e.g. like if someone gave everyone in game unlimited jokers), but there's a danger to using them if they permanently mark you.

For example, if you have 200 achievements unlocked at the same time, others will view you as a hacker.

You're allowed to cheat in offline, but just be careful with what you use. It'll save you a headache in the long run.

They dont need to have anti cheat theres is like a setting that it says auto kick cheaters you get the cheater tag?

Which can lead to false positives due to bugs so its not reliable.

The host can cheat without any issue since the tag does not change the gameplay in any way, plus it doesn't detect most cheats, only the hacked DLC and a few things that are prone to being bugged, like the host "placing too many assets" because someone in the lobby takes a while to load and the game decides that the host bought an asset twice somehow.
