Also silencers can be found on "Barrel Ext" tab for gun mods. Make sure you get a Silencer/Supressor and not a Compensator if you're doing stealth.
Also, you're probably confusing Jewelry Store with Ukrainian Job since either heists are the same but have different objectives. There can be 3 to 6 guards in Ukrainian Job thus things can be a bit harder, you just gotta need to sneak in and be more cautious while using drills.
As for the civilians, shout at them to get them on the ground and tie them up. If you run out of cable ties, either kill them or keep shouting at them. Stockholm Syndrome is a good skill just in case you don't want to kill them. This skill can be found in the mastermind tree.
But yeah don't press "ecm feedback" on stealth as it's more designed for loud. Just place the ecm and leave it.
ECM feedback is for loud only.
You can open a door with an ECM (but only if you have the skill for it)
Silencers can be found in weapon modifications.
As for the stealthing, just practice. You will find a way.

If you are doing a lot of stealth, then burglar perk is a good choice. What makes a good choice for loud is tricky as it should synergise with the skills you are using and what armour you use.
