Solo players already got way too much advantages over player filled lobbies.
The game support is going to come to a end someday, so does the population of player. There isn't any reason to antagonize the player by making it co-op only.

The only reason I never played PDTH to completion is because the game was poorly balanced around solo or duo players. The friendly bots do nothing in that game and it's frustrating when there are only a dozen incompetent randoms to play with.
When PD3 comes out, the playercount for PD2 and the willingness of people to help with the secret will be the same issue.
